Dear Gabe,
There were no vigilante groups in Dubai but the
government did do a lot to provide a more secure
environment for women by the time the 90s rolled
around. Pathans were banned from wearing their
cultural dress for instance while driving a taxi. This
following unfortunate incidents with women.
