Roland,
  I  sometimes  ask  myself,  not  having  been  born  in  the  time  period  
prior  to  1947  when  the  British  Raj  ruled  India,  if  such  corruption  
existed  under  their  patronage...... and  here  expressing  my   a personal  
opinion.......* i  doubt  it  existed * !
  However  i believe  that  corruption  exists  in  the  Indian  psyche  (  of  
course  you  and  i are  of  indian  origin )  and  have  encountered  it  at  
some  time.  When  one  asks  one  self  if  such  petty  corruption  existed  
in  Goa  under  Portuguese  rule  i  dont  have  an  
answer.....................you  probably  in  your  youth  on    May  holidays  
from  Bombay to  Goa  may  have  some  idea.
  However  i  feel  that  our  goan  bureacracy  learnt  well from  our  new  
Indian  masters  after    Dec  1961........so  that  our    municipal  offices  
sank  to  the  same  level  as  the  average  Indian  ones  where  one  had  to 
 provide  *  tea  money*  to  the  lowest  level  if  only to  obtain  the  ear 
 of  the  clerks  at the   counter  before  any   legitimate  service  by  them 
 could  be    considered .
    Have  you  ever  paused  to  think  why  the  previous  govt.  in  Goa  
under  Digamber  Kamat  was  called *  the  CM  and  his    forty  chors *  by  
the  common  folk. Q
    I/m  sure  Fred    Noronha   will  protest  the  innocence of  the  above 
mentioned  govt.........but  witness the  the  deliberate  bungling  by  the  
Goa  Police  of  the  Scarlett  Keeling  murder  on  the  Anjuna  
beach..........and  give  me  your
 response

 Some of the latter will even wear on their shoulder the
 badge of support for corruption, seeing it as a means to
 acquire things they are not entitled to.
 
 Hope they read yesterday's TOI report of 3152 farmers in
 Maharashtra forced to commit suicide just last year because
 to get drought subsidies, loan waivers and grants, they had
 to pay bribes from clerks to mamlatdars and tehsildars
 further agonizing their already frail mental condition.
