NO, DEFINITELY NOT !!! Corruption starts at the lowest level. You cannot get anything done at the very lowest level unless you grease some palms.It is blatant and despicable.As someone who abhors corruption and bribery, I had to come to terms with the situation by promising a "bakshish" if the work iscompleted to my satisfaction. I still feel guilty, but I need to get my work done. I don't think that corruption will ever be rooted out in India !
