To be fair to Paulo, he doesn't compare the two. He has no doubt in his mind. The pre-1961 times were far better, infinitely superior. There can be no confusion over that. And since "Goans" were calling the shots then -- in the administration and everywhere else -- how could you even call that colonialism?
