Shri *Parimal Rai* (Chief Secretary, Goa) Shri *Pranab Nanda* (Director General of Police, Goa) Dear Sirs, *In July 2013, the notorious Goa-based con-artist and cheat, Ajju C. S. Sindolli, obtained Indian Passport No. L3210446 by submitting a fraudulent application, which declared his "permanent residential address" to be in fact a temporary rented office address. All the documented proof needed to support that statement is hereby attached to this email.* As you will be no doubt aware, it is mandatory procedure for the residential address on a passport application form to be verified by Goa Police. We now know that this was carried out by *Police Constable Baban Pawar* (now retired) and subsequently signed off by *Police Inspector **Rajendra Prabhudesai*, who currently the PI at Canacona, but was then the PI at Panjim. It should be fairly obvious to anyone knowing these facts that at least one and probably both of those officers have taken a bribe from Ajju Sindolli in order to circumvent the mandatory verification procedure. Yet, to date, and despite me raising this topic on numerous occasions, I am unaware that any disciplinary or legal action has been taken against either of those individuals. After all, just like Sindolli, they too have committed a serious crime! Furthermore, it is my contention that Sindolli knowingly submitted a false declaration in order to deceive the government authorities, so that he could continue his long-term cheating spree, perpetrated against the people of Goa. Armed with a “valid” passport as identification, Sindolli has subsequently been able to acquire all other necessary identification documents, such as PAN and Aadhaar Cards, without EVER needing to provide a genuine residential address, just by simply flashing his passport details. *For that reason, I believe that Sindolli has not only committed offences in contravention of the Passport Act 1967, but those same offences also constitute Fraud, under Section 420 of the IPC, as it should be clear by now that Sindolli always had the intention to deceive.* It is my understanding that Sindolli is now desperately trying to prove that his house in Tivim belongs to him, something which he will never be able to do because that particular house was purchased in the name of another person, namely Denzil Fernandes. However, regardless of whether Sindolli manages to prove ownership of that property or not, it still does not alter the fact that a knowingly false declaration was made at the time of the passport application. I fail to see how he can attempt to “undo” a crime that he has already committed, and any further paperwork that he submits in his defence will therefore be largely irrelevant. Bearing in mind that Sindolli is now known by the whole of Goa Police to be a habitual cheater, regardless of the fact that some of them may still be protecting him in return for cash, my suggestion is that steps should be taken to at least revoke his passport. As stated above*, Sindolli’s passport was DEFINITELY obtained fraudulently*, which is clearly a very serious offence for which he could serve a lengthy jail term. In my opinion, *Sindolli should therefore not only have his passport revoked, but he should also be immediately arrested and face the specific criminal charges described above.* However, one other aspect to consider as a result of this particular act of Fraud by Sindolli, is that nobody currently knows where to find him! There are around 50 cases currently registered against Sindolli in the various courts of Goa and beyond. Arrest Warrants have previously been issued on numerous occasions, but a regular problem has been the inability of the police authorities to serve the warrants on him …. as they have often been unable to locate his whereabouts. But one thing is certain: Removal of Sindolli’s passport will at least limit the search area for him, to within India! It is quite apparent to me, and many others, that somebody high up needs to get a grasp of the law and order situation in Goa. You cannot allow criminals such as Sindolli to walk around freely and expect no repercussions. Is this the way you want things to continue in Goa? *Sirs, I urge you to follow correct procedure and instigate criminal proceedings against this fraudster. Your failure to do so may otherwise be seen by outside observers as gross incompetence …. a quality that was certainly possessed by the outgoing DGP, Dr. Muktesh Chander.* *Between the two of you, you have a chance to start making a big difference in **Goa**, but ONLY if you do what is right.
