We will take up the analysis in two parts. 1/ Joaquim Alemao, Minister of Urban Development and Fisheries. He has announced plans to acquire two sites which will "end the garbage crisis in Goa." No timeline is provided. He was hopeful of introducing in-vessel composting technology (which according to another report) is untried in India. At the same time, there is a report that the MLAs in whose jurisdictions the plants are planned have announced their opposition to the move to acquire land for garbage treatment. 2/ The Minister for Panchayati Raj, Babu Azgaonkar, has planned a road and retaining wall in his constituency at a total cost of Rs 18 lakhs. The work will be executed by PWD. In addition he has told PWD to prepare estimates for construction of drainage system and footbridge in the area. 3/ Cortalim MLA Mauvin Godinho has called for the improvement of medical facilities in Sancoale panchayat dispensary. In the past there had been demands to hand over the facility to the Health Dept. 4/ Pale MLA Gurudas Gawas says he is making efforts to solve the problems of water supply, electricity, transportation, health and other basic needs faced in his constituency. Analysis: In the case of Alemao (garbage treatment) we see the problem of state wide planning which comes up against local interests. In the case of Azgaonkar we see the reliance on another dept (PWD) for materialisation of a project. In all the other cases the plans are largely within the purview of the MLA's constituency. The scope of the problems of Pale constituency are not clear as to how much can be done without the involvement of other Ministries/Depts. Next we take up the case of Victoria Fernandes and her Santa Cruz constituency.
