Bernice Pereira says: " That is part of their culture " Of course, it is part of glorious culture whose seeds were sown by the dictates of Manusmriti. Brahmins , the twice born, could not under any circumstances be exposed to pollution, dirt, etc., even if it was created by themselves. Hence, Manusmriti created another set of human beings called outcastes to clear any mess left behind not only by brahmins but by members of other castes as well. The unfortunate thing is there are no outcastes in Goa to clear the mess hence it is left for the Government of Goa to do the rest.
