From an anecdotal (not survey result) point of view, employees are mainly from 
the North East with Goans accounting for less than 5 per cent. The reason for 
that is they can be offered whatever the Casino company wants to pay them 
(unemployment is high in their hometowns) and with provision of housing (surely 
substandard) they can be controlled and exploited with their female employees 
coerced into granting sexual favours.

As for visitors and customers you may be unpleasantly surprised with the number 
of Goans involved. Their money comes from constant sales of their vast 
properties or from parents who are the nouveau rich of today’s Goa.

You cannot force the Casinos to employ Goans (never worked in Bombay for the 
local Maharastrians either) and you cannot stop the Goans from going to Casinos 
and pauperizing themselves.

The only real thing you can do is stop them from operating and as you know, 
there is no will or pressure for them to do it with a lethargic population, a 
river of money flowing into the hands of those who are in power and in media. 
Goa was never known for a strong and independent fifth estate.

Casinos are here to stay.
