Lets think "out of the box" Instead of perenially trying to fix Panjim's flooding woes, why not turn the roads of Panjim into canals and make Panjim the Venice of the East ?This will solve the flooding problem, the traffic problem, the parking problem etc. Providing water for the new canals will be no problem given Panjim's proximity to the Mandovi river.
