Bill makes me confused. If migrants have lived here for 30 years their criminal activities can be legalized? They don't own the land, and so I cannot understand - is it a gift for their criminal activities? How long they have been here is secondary, right?
Goans born in Goa do not own land and cannot afford to buy land to build a house. They have to rent an apartment so I ask: will government give them land to build a house legally? The illegal houses of the migrants will first have to be demolished and only then can they build a legal house. They should be penalized for building illegal houses and not rewarded. Goans born in Goa and who do not own houses of their own don't have to demolish their illegal houses to build houses of their own the way migrants will have to do. Don't born-Goa-Goans deserve to be given a first choice? Nothing for them? This Bill is bad in law as it is anti-Goan and goes against basic human rights.
