Main causes:
1. Tracks laid in densely populated areas.
2. Indiscipline of resident and migrant populations consisting of: a) 
indiscriminate walking on tracks b) no respect for unmanned crossings.
3. Poor railway safety engineering design and practices when building 
infrastructure.
4. High Goa suicide rates with railways seen as a quick and painless end.

This problem in Goa has no easy solution, it is here to stay. More problems can 
be expected as the influx of population (migration and tourism) increases.
