Mamlatdars directed to stop insisting on ‘affidavits’

MARGAO, JULY 19 — Caught on the wrong foot over the
“affidavits” insisted by the Salcete Mamlatdar 
to issue residence certificate for the purpose of
 marriage registration, district Collector, South 
G P Naik on Thursday issued instructions to all 
Mamlatdars to stop the practice forthwith.


Even Chief Minister, Digambar Kamat was taken aback over
the affidavits demanded by the Mamlatdars when his
attention was drawn by newsmen after his meeting with
high-ranking officials. “Why should the Mamlatdars ask for
the affidavits? What has residence certificate got to do
with marriage”, Kamat demanded to know.


When the CM asked district Collector for comments on the
controversy, Naik said instructions have already gone to
all the taluka Mamlatdars in the district to do away with
the practice immediately.



Naik told Herald that the Mamlatdar has no business to
insist on affidavits from applicants of residence
certificates, whether they are married or not.
“Marriage and affidavit on the marital status of the
deponent has no connection at all”, the Collector admitted
and promised to effect the changes.


Herald had on Thursday exposed the weird practice adopted
by the Salcete Mamlatdar, insisting on affidavits from
applicants for issue of residence certificates, stating on
his or her marital status. 


The practice was adopted by over-enthusiastic officials
since the last two months, putting applicants to severe
hardships, making them run from a Xerox centre to the
notary office to secure an affidavit.
