Chalk it up to another unsolved crime.

In my Bombay days and no doubt prevalent now in Goa, (because it takes some 
time for city systems to catch up in rural areas) it was like this:

You wanted to commit a serious crime (like murder), you went to the local 
police honcho, usually the Senior Inspector or the SHO (Station House 
Inspector) and gave him a wad of dough, amount depending on who you would 
terminate.

Then with his nod, you did the ghastly deed and in due course the inspector 
played his role. He rushed to the spot with a retinue from the police station 
etc etc. 

He waited until public outrage subsided and then the matter went into the ‘cold 
case files’.

Of course the ultimate result even if you didn’t bribe him was the same - the 
crime went unsolved unless there was some heat. But you bribed because you 
didn’t want to take the chance that the inspector would get lucky.
