Interesting analysis. Times of India had a short piece by Sanjeev Sabhlok
titled "Reform the bureaucracy". It is based on 18 years in the IAS and 7
years in the Australian bureaucracy of its state of Victoria. He echoes the
sentence in the post when he says "Our political and electoral systems need
reform too. But ... changing our bureaucratic leadership will make a big
difference". We should think about this.

Goa's bureaucracy seems a non-entity maybe because the limelight is hogged
by its "tyrannical representatives". Why is Goa's bureaucracy dysfunctional
or non-functional? The small-state, Union Territory syndrome in which top
babus have their hearts and minds set on Delhi? How do educated
professionals stand up to "moderately" educated ministers? Some solutions in
this area may also be necessary in Goa's case.
