Whether the Centre would prefer Presidents rule is a million dollar question but given that there are some interests who have not taken too kindly with the complete halt to all the conversion and development Plans approved since August, 2006 there may be attempts to hold the House in suspended animation. The Governor would only be pleased to have the State under Presidents rule and keep the Assembly under suspended animation. It may be recalled that in his address to the fifth Goa Legislative Assembly he had appealed to the elected representatives to go ahead with delivering the promises made to the people. Unfortunately this was not to happen and therefore Presidents Rule alone would be a blessing in disguise many feel. Mr Kamat left for New Delhi today accompanied by the Finance Minister Mr. Dayanand Narvekar and the ex Chief Minister Mr Francisco Sardinha, besides three of the most potential MLA;s who he still believes are disgruntled and could jump for the bait of the Opposition. According to a teletalk with a bureaucrat this evening the meeting is intended to make a full proof case in defence of the action of the Speaker on 30th July,2007 for fear that the back lash of the Goa Democratic Alliance members especially the BJP which constitutes the major partner does not reflect in the monsoon session of Parliament and is easily rebutted. Mr Kamat has also gone to Delhi to seek approval of the High Command for distribution of portfolios as had been promised by him if the appropriation Bill 2007-08 was passed. In the next lot it is expected that a further distribution of portfolios will be undertaken to ensure a minimum of three "significant" ones to each of the Ministers besides appointing Heads of Corporations. Mr Kamat is aware that the distribution will be a little tricky and hence he desires to seek the "blessings" of the High Command to eventually absolve himself of all the blame if his colleagues are disgruntled. All this because he enjoys the support of only 18 members on the treasury benches. Meanwhile there is a consensus that Mr Francisco Sardinha will be given the ticket for the South Goa Parliamentary party and hence Mr Kamat needs the blessings of the High Command to put his action plan in force now that bye election is expected by late September 2007 if not earlier or just after the monsoon session of Parliament --a move clearly intended to hush up yesterdays developments in the Goa Legislative Assembly. On the other hand the Goa Democratic Alliance is expected to have a meeting with the President of India. This would however depend on the outcome of the Home Ministers view of the entire developments. A source from the Raj Bhavan in Goa indicated that the Governor had not taken too kindly to the manner in which the agenda was pursued by the Speaker. It was like a tit for tat with utter disregard to the rules of Conduct of Business of the House oblivious of the fact that the Government could not waste the numbers on its side. The general public however feel that precious time is lost and the State has taken an extensive beating of its international repute. However one thing is certain that the GDA members have a clear agenda --- though they may be lying low and awaiting outcome of several cases in the High Court owing to politically sponsored judicial activism in the next few days, they have vowed to keep the INC NCP combine on their toes and may come up with an ace before Ganesh Chaturthi.
