Recently the GBA supremo published his alphabet soup of principles. After
the political scene has stabilised somewhat he is again in the news. He has
exposed the lack of action on Regional Plan violations. In the process we
are now getting a more concentrated dose of alphabet soup, focusing on the
regional Plan (RP) with which GBA is synonymous. There is RP and now there
is ODP (outline development plan). Both are equally problematic, it seems.
In what way we really dont know yet but we will keep our eyes and ears open
from here on. Then we are told that RP is a vision document of development
and is to be distinguished from a Land-use Plan (LP?). This is also
confusing at present but we must make a note of it anyway.
Btw, it has been recommended that a full time Town Planner is needed at the
District Planning Committee (DPC?) level. I dont know about that but at the
state level we need a "City" Planner (instead of the Chief Town Planner) to
spearhead the development of a 20-25 year plan for Goa (the state) to evolve
into a world class "city". Comprende?
