It was intended to point fingers at Churchill Alemao's "confused" somersaults on issues such as Mopa in recent times. But it ended up as an abject admission of OHeraldo's own confusion! The icing on the cake is the anachronistic isomorphism invoked in the editorial of Juhu airport and Santa Cruz/Sahar (and soon maybe Navi Mumbai) vis a vis Dabolim and Mopa. Only 3 months ago we had occasion to come down heavily on OHeraldo's archaic mindset about Goa's aviation scene. The present editorial is the result of accumulated negligence on its part of this crucial subject for Goa. OHeraldo needs to focus on the "root" factors in understanding what is going on today. First and foremost there is the Union Cabinet resolution of 2000. Unless the Goa govt actively makes representations to the Centre to have that resolution reworked, Dabolim's fate is a foregone conclusion. For good measure, one cannot rely only on the word of the Civil Aviation Minister. The Defence Ministry's assurance is the one that is imperative. Secondly, look at the precedents of Bangalore HAL and Hyderabad Begumpet. No PPP party is going to show up for Mopa if it does not have an assurance that the old airport will be closed to civilian traffic for money making reasons. What Churchill is (or was) doing to Mopa (on behalf presumably of the South Goa Hotel Lobby, yea Leela & Co of Sal River dredging fame) is what the private party will do to Dabolim civil enclave. Thirdly, if Dabolim civil enclave and Mopa are to co-exist (as I feel they should) then Mopa project has to be reworked and made smaller to begin with (but with provision for gradual expansion in future). Other pre-conditions listed above also have to be taken care of. Fourthly, Churchill is on track when he pleads helplessness in stopping Mopa. He resigned his LS seat by virtue of which he could stall the proceedings of the Mopa panel set up by the PM. Now he is hoping that his daughter will win that seat (on a "stop Mopa" wave?) and he can remote control her stand in the panel. So, let's get real and address the facts instead of whining and moaning about Mopa (and Dabolim).
