The undermentioned observations have been sent to the
Task Force RP 2021 Convenor.  The Task Force will
collate all such views at a meet to be held in the
next couple of days.  

Meanwhile following some requests from people who have
approached us  to highlight their views at the TASK
FORCE FORUM we at SGPIAG have decided to invite
Netizens and others too, who wish to have their point
of view on the RP 2021 in toto or in relation to their
individual properties to email the same to us. 
However we would appreciate that the same is sent to
us well in advance to enable our members make a
studied presentation during such meets.

Apropos your advertisement on the local dailies we
submit our views as under:
PRELIMINARY OBJECTIONS 
        The  credentials of some of the members of the
Task Force are commendable; our objections are against
the top heavy composition of those who hold a  stake
exclusively in  the real estate industry. The Task
Force needs to  have  a fair representation of well
meaning individuals (men /women) /NGO’s on matters of 
forests, environment,  conservationists, health, IT,
tourism, educationists, industry, “gaunkaries” 
Panchayat &  municipal bodies,  surface  transport,
aviation, shipping,  power, water &telecommunications,
duly aided at the second tier level by NIO. CRZ
authorities Secretaries of the Departments of Govt of
Goa to provide vital information and inputs.
·      Draft population policy March, 2007 of Goa
prepared by the Ministry of Health  which has examined
partly the indigenous   population, in migration from
neighbouring states out migration from within the
state within India and overseas, has not been debated
and finalized yet. This is essential to study the
needs of indigenous  population growth and influx of
migrants on development activities.
·       Disband the newly constituted Town and Country
Planning Board  and the PDA’s  with immediate effect.
INTRODUCTION :
         The State has a fragile land mass 3702 km2.
Of which 1224 km2 is under forest cover.  The balance
2478 km2 is available for  both agri needs human
habitation and infrastructure. Hence all stake holders
involved need to be concerned with the development
process.

TOWN AND COUNTRY PLANNING ACT 1974 

·       The 73rd and 74th Constitutional amendment has made
the members of panchayats and municipal bodies stake
holders in the development  process.  Devolutions of
all powers has not been finalized. Constitution of
District Planning Boards has not been finalized.
·       Therefore Model Town and Country Planning Act on
1998s  should be the guiding statute for any future
Regional Plan.
PLANNING SAFEGUARDS
·       All developmental activity, viz  change of land use,
issue of "sanad of conversions" should to  be put to
an end and a status paper made available 
·      Change of zone of tenanted /cultivated  &
Forest lands  Also slopping lands with gradients more
than 25% not to be considered.  Areas around water
bodies, rivers, streams, lakes, ponds,  conservation
areas etc should be kept out of purview of change of
land use .
·       Restoration  to situation ante where such changes
recommended  and approved by the Board before
finalizing RP 2021.
·       Stipulate maximum land allocation limits for
domestic commercial industrial educational religious
and other purposes.  Limits also to be imposed on 
sale of land to  persons residing outside  of the
State and foreign nationals.  Land for persons of Goan
origin should be the priority. 
·       Minimum period for change of Regional Plan 2021
should not  be more than five years
CONCLUSION
·       This NGO would appreciate a personal hearing  and
active participation in the RP 2021 Planning process
