BOB Roland has circulted the following draft that you may find useful
to use as such in your village Gram Sabha on 19 December, 2007.
LIBERATE GOA from SEZs! You are the new Freedom Fighter ...although
you will get no pension for fighting the neo-colonialists promoted by
our neo-Admiral Timmajis!!
There is an opportunity to raise the ante against SEZ by participating
in the rally at Azad Maidan today at 4.00 P.M. Although, I do not
subscribe to the NECESSITY of involvement by political parties in
People's Movements to make them successful, I see no problem in
supporting a PEACEFUL protest rally, like the one on 18 December,
2007, which is promised to be. I will be there. I abhor violence to
achieve anything.
The post-19 December, 2007 stand of the GMAS needs clarity with regard
to violence. I have just had a telephone call from Siddhanath Buyao
confirming his statement quoted in the newspapers and requesting me
not to give it a communal tinge. I have not communalised the issue. My
earlier email was about the FESTIVE SEASON of Christmas AND New Year,
both of which are celebrated by all communities in Goa. It is a
non-communal statement. As non-communal as SPEAKING of Konkani is. The
script issue comes up only when reading or writing, NOT speaking.
For those who love Konkani, and want the freedom to write it
"officially" in the Roman Script in the state of Goa, there is the
Lohia Maidan waiting for you on LIBERATION DAY at 3.30 P.M.

Gram Sabha Resolution on scrapping of SEZs for your ready reference & use
on 19th December 2007.

Instructions on how to use the copies of the draft Resolution on 19th Dec 2007
1. Please find enclosed copy of the draft resolution to be moved at
the Gram Sabha
of the 19th December 2007 and which has to be written on the Minutes /
Attendance
Register.
2. Please also find enclosed copy of the draft resolution along with
attendance list.
Please note that besides signing on the attendance register of the
Village Panchayat
those present are requested to also sign on the attendance list as
documentary proof
of resolution being passed and attendance of the people (please photo
copy attendance
list as per requirement as each page will accommodate 25 signatures)
In case the attendance register is not provided by Panchayat Secretary
/ Sarpanch,
kindly photo copy the resolution and attendance list and give in entry
in the VP office
and take received signature with rubber stamp.

RESOLUTION
(Passed at the Gram Sabha held on 19th December 2007, at the Village Panchayat
of __________________________)
It is resolved by the Gram Sabha of _________________________Village Panchayat
to place on record the views of the people of
_____________________village that the
Special Economic Zones (SEZs) set up in various parts of Goa be
scrapped forthwith
and no more permissions be granted for any more SEZs in Goa.
We are strongly against the setting up of SEZs for the following reasons:
The SEZ promoters do not have the responsibility of providing
employment to the local
people nor does the state of Goa have the required skilled and
unskilled manpower to
work in these SEZs.
The SEZ's are exempted from public hearings on Environment Impact Assessment,
and more over the question of picking up industries to prevent
polluting industries into
the SEZs does not arise as every type of industry will find a place in
the SEZs.
The SEZ's are not in the interest of Goans as the type of jobs that
would be created in
SEZs and the type of exploitative conditions that would be prevalent
in SEZ would
find no takers in Goa.
The near 7-lakh jobs which will supposedly to be created with the
setting up of SEZs
cannot be filled by locals as the unemployed in Goa are only about 80,000.
We are strongly against the setting up SEZs as they will be a bane for
Goans as they
will cause the scarcity of land resources, loss of identity and
culture, loss of revenue
for the state as SEZs are exempted from all forms of taxes, pollution
of the environment,
land, air and water, depletion of ground water due to bore wells,
destruction of forest
land, mountain of garbage everywhere, disruption of law and order
situation and an
increase in crime.
We are strongly against the setting up SEZs as the state government
will lose the revenue
totally as the SEZs are tax free enclaves and neither the State nor
the Central Government
has any jurisdiction whatsoever on these zones.
Therefore this Gram Sabha also resolves that this Resolution be
forwarded to the Governor
of Goa, Raj Bhavan, Dona Paula, 403 004 Chief Minister of Goa,
Secretariat, Porvorim
403 521 Chief Secretary of Goa, Secretariat, Porvorim, 403 521 Chief
Town Planner,
Dempo Towers, EDC Complex, Patto, Panaji 403 001, Director of Panchayats, Junta
House, Panaji 403 001 and Block Development Officer (BDO) of the
respective Taluka.
