As per the Digital Goa news on SMS, the Goa Police has filed a
CRIMINAL case against Matanhy Saldanha under the Indian Penal Code
[IPC] for inciting the people [to violence?].  Now that is no
malicious propaganda. It is a statement of fact.

The Chief Minister's reaction to Matanhy's threat can be seen in the
NT report placed below [verbatim]. This is not malicious propaganda.
It is a cut and paste job from www.navhindtimes.com.

I do not know if some persons on Goanet have special interpretation of
simple English by non-literary political persons. I believe that there
is a fine difference betwen literate and literary and literal. The
words are normally found on a single page of an English Dictionary.

Panaji, Dec 24 Expressing shock over the statement, urging tourists to
vacate the state by December 28, issued by Mr Mathany Saldanha of
Goa's Movement Against SEZs the Chief Minister, Mr Digambar Kamat, has
said that he never expected such a statement from a person like Mr
Saldanha, who was a part of government and a tourism minister himself.

Addressing a press conference on his return to the state this evening,
Mr Kamat, however, sent clear signals that the government would act
sternly against those seeking to mar the "brand of hospitality"
enjoyed for centuries by the state and not allow any one to take law
into their hands.

"We believe that people who come to Goa should go back with sweet
memories," he said adding that such threatening statements would only
damage the reputation enjoyed by the state internationally. He ruled
out talking to Mr Saldanha over the issue saying, "Why should I talk
to him now?"

Mr Kamat along with the Tourism Minister, Mr Francisco Xavier, denied
any panic cancellation following the threat by Mr Saldanha. Mr Pacheco
said that a group of hoteliers who had raised apprehensions in view of
the threat have been assured that the government was capable of
handling the situation and there was no need to worry.

He said that the government cannot take haphazard decision on the SEZ
issue and that it would follow procedure and take appropriate
decision. He also said that the notifications with regards to SEZs are
issued by the central government, but the state would review the
policy to suit its ends. The Chief Minister re-iterated that all work
at notified SEZs has been put on hold.

To see that there was no law and order problem, particularly in view
of the alleged threat, the state government has requisitioned three
companies of central para-military forces; he said adding that he did
not foresee any threat to tourists. Mr Kamat said that the government
would also put all its police force on alert to pre-empt any move to
disrupt festivities during the season.

Mr Kamat also said that he did not see any reason for any one to issue
such statement, particularly when the government had already taken
step to redress the grievances of the people with regards to SEZs. He
further said that the government would decide on the issue of SEZs
after careful study of the subject by January 2008 end.

Mr Kamat reiterated that his government would also take people's
sentiments into consideration while deciding on the issue, as the
previous Congress-led governments have taken similar decisions in the
past also, even as he sought people's co-operation with his government
in order to take appropriate decisions.

As regards to attack on the Goa Pradesh Youth Congress activists at
Taleigao last week, he said that the police have obtained the CDs and
were studying them, even as he assured that action would be taken
against those who unleashed violence on GPYC demonstrators.

The Chief Minister also denied that any intelligence report had been
received as regards to threat during Christmas festivities, saying
that this year no such alert has been issue unlike last year. He,
however, said that state police machinery has been put on alert to
prevent any incident.

The Home Minister, Mr Ravi Naik said that the police inspector
in-charge of Panaji police station has been shifted. He also said that
stern action would be taken against those involved in attack and that
they would be arrested.

Replying to a question on the law and order situation in the state, he
denied that there was a law and order situation in the state, even as
went on to add that almost all of major criminal cases registered in
the state (with hardly any clue) off-late have been cracked and all
those involved have been arrested.

He denied the allegation by the SEZ Virodhi Manch leaders that the
police were harassing the anti-SEZ activists.

Mr Naik, however, said that only activity that was undertaken by the
Meditab SEZ management was to repair compound wall broken by some
"miscreants" and that there was no further construction activity.
