I think Philip you need to take some time out to also wonder why a female / male tourist who may well be able to claim various sums from insurance companies, much easier and quicker by other means, certainly less painfully & not so publicly would WANT to claim she was raped or molested (by molestation, this is SEXUAL molestation we are talking about). It is amazing when a WESTERN tourist or a foreigner in Goa (or another part of the world) claims to be raped, she is immediately believed and RIGHTLY SO, but locals who cry rape are either not believed or no report is taken by the police. Hundreds upon thousands of women DO NOT REPORT a rape, be it by a stranger or a relative. Usually the husband is the biggest culprit in the home, second biggest culprit is a male relative (father, uncle, cousin, even brother.......), a stranger is most unlikely to rape, in percentage-wise. Sure there have been cases where the woman has claimed rape but this was not the case, but we talking possibly one out of thousand that may have lied, so this angle is hardly worth pursuing. When a case is reported to the POLICE by a TOURIST or by someone important, the hospital has to check that a rape has taken place. Physical forensic evidence is taken from the body, any discerning marks are photographed if necessary, reports are made by the police, the rape examiner at the hospital and so forth. IF there is NO EVIDENCE of rape or sexual assualt, whether by penetration or otherwise then the matter is in a different arena. A woman will NOT cry rape every time, she will possibly be so badly treated in her own home, she EXPECTS this life to continue unabated, for the sake of her children. There have been cases, very rare though when a woman HAS taken revenge on her husband, either maiming him (Bobbit comes to mind), or by other means, just to STOP the pain. She is then jailed for the murder or manslaughter (unfortunate term), so its a no-win situation for the woman. She has at least stopped the physical and mentail torture for a while, prison is a holiday compared to what she has possibly put up with, but the pain of not seeing her children grown up or to have them taken away in government care homes, well that is the price she has paid. The man who rapes his wife, a relative, his girlfriend / mistress or a complete stranger deserves no sympathy whatsoever and the laws need to be changed drastically to deter such deeds, alas this will not stop the determined, it may well make others think twice or commiting an act if ALL WOMEN who are abused REPORT it. But it wont happen, for the sake of the children, for the sake of the parents, for the sake of society, she will be outcast............ even by her own relatives. She has nowhere to hide, but one day, she will get her revenge. She may be the one in ten thousand that does do something about it, eventually. But to any potential or real rapist who has commited this act on another, you may well be that man.
