What Manohar Parrikar was talking about in his recorded interview (yesterday's telecast of it by HCN cable channel) is the same thing which Miguel Braganza had said much earlier. TDR ( Transfer Development Rights). This should be the government's policy (Goa's policy which no elected government can undo once put in place) based on SPECIAL ZONING to protect (1) CRZ (2) Historical Sites (3) Forests and Hill sides & slopes (4) Urban areas as City lungs. (5) Low lying areas such as salt pans, mangroves, river sides etc. These no development zones can be kept intact if the owner's are adequately compensated. These FARs can be made transferrable to the specially marked hyper-development zones where even manmoth sky-crappers can be built and every one satisfied with no more cribbing such as 'why should I be deprived from developing my land' etc.

If no one goes for it, Goa Su-Raj will make it happen in a jiffy. That is a promise

Hasn't the same @*&%^& thing happened near the Saligao
church?

First the beaches, then the other seafronts, then the
rivers and hillsides.

If the land belings to private citizens the only thing
the municipality can do is pass zoning laws that
specify building codes and other specifications.

These zoning laws should pay special attention to the
preservation of the architecture and ambience around
historical sites like the old churches and temples in
Goa.  One they are messed up very little can be done.
