The greenfield airport at Mopa must be built to a time horizon of 50 years and the existing civil enclave at Dabolim must remain open for at least 20 years if not in perpetuity. My hunch is that the former may be the driving force in the short run (along the lines of the half-hearted two-airport report of ICAO of 2007) but the latter will be (deliberately?) neglected. I dont know how it will be ensured that Dabolim civil enclave does not die a natural death due to ultra modern facilities at Mopa and continued stranglehold at Dabolim. It remains to be seen how ground transportation connectivity will be ensured. Maybe helicopter services will help leapfrog over the ground transportation problem. Meanwhile Alemao seems high on the 4 laning project or whatever. I also dont know how an Airport Economic Regulator sitting in Delhi will be able to ensure that Dabolim is not overly handicapped by Mopa's operations. The Goa government may need to take a highly active role in Mopa's design and development with Dabolim's future always in mind. Can we count on it to do this? I have my doubts.
