Subject: Non-visible loot

Floriano
Can you post this on Goanet?

While most of the activists see the concrete
structures coming up all over Goa and can see the
visible loot indulged in by parties, one must also
remember that there is a huge non-visible loot that
is going on.

Recently, an IT conclave was held by the Goa Govt.
in Hotel Marriott. It was organized by a group
called Wisitex Foundation. This is some Delhi or
some other place based group.

Does anyone know how much the Govt. paid Wisitex,
and how much of a cut Wisitex in turn gave to
the parties inside the govt.?

The Goa govt. doors are open to any non-goan who
goes soliciting for business. It is much easier
to talk about cuts with a non-Goan.

And since this IT thingy has come, software being
an entity which is an intangible, it is much easier
to show expenses without doing anything.

No amount of demonstrations matter to the thick
skinned guys in the Govt. I wont be surprised
that the guys in the govt.
would be laughing about these demonstrations
over a coffee.
These thoughts are not to diminish the hard work
put in by the activists, but work must also
be done to find out all information from the other
side. In the absence of it, one might be just
scratching the surface of the problem and one would
be very happy that one has achieved something when
in reality one doesnt even know what is the amount
of loot going on and the scale of the
problem one is trying to tackle.

Consider for instance --- Narvekar has probably
made his money on the IT park already
and now he is onto
other greener pastures. By the time the activists
realize these a couple of years later, Narvekar
would have had everything done with these, and
would have moved onto some other things.

Samir
