Hi there, Before Goa became part of the Indian mess, all births were registered at the local church (this is a valid certificate to the best of my knowledge) and at the registrar, in the closest town. The other option is....the records of all birth records (before 1961) are kept in Lisbon (I cannot remember the exact location). Its almost impossible a birth is not registered (I may be wrong here).
The Portuguese (they are down on their luck these days) were pretty good record-keepers and well-organised in the old days, where Goa is concerned. You may ask around amongst the Goan Portuguese and they 'may' tell you where you can find birth certificates etc. If you find no help, find a 'd*unk'- buy him a few shots of Maicera, it works wonders! When you do see anyone in a Portuguese government office, keep a small 'purbois' handy-nothing happens unless you tip, just like in any government offices in Goa. The Pandu.
