Read the letter reproduced below from today's Herald.  
The migrants are taking Goa down from one end, the 
builders & miners from the other.  The politicos and
activists are playing both sides.

Discard  encroachers 
Maria Dias, Porvorim
Adjacent to the Catering College Porvorim, is a plot of land, 
enclosed by a compound wall. As usual, the migrants are quick 
to sight lucrative spots for putting up fruit or tea ‘gaddas’ or 
erect sheds and huts for housing. One early morning as we 
drove past the Catering College onto the NH17, we were 
alarmed to find tin sheds which had sprouted overnight. We 
wonder with whose blessing these migrants have erected 
these shelters for themselves?  In reality these slums are 
vote banks for politicians and malaria bank for common 
citizens.  If, it’s for some construction purpose within the 
enclosed area than, after completion of the work, will these 
shelters be dismantled and occupants sent back to where 
they belong? In addition to seeing the ugly sheds, we will 
also have to witness a race with water bottles early morning 
towards the thinning greenery to further contaminate the 
atmosphere.  
Similarly, the incomplete structure behind the Goa Board 
of Secondary and Higher Education is once again teeming 
with squatters. More kiosks near teen building bus stop 
have mushroomed up. It would be a blessing to us, common 
citizens, if the authorities take stringent action against 
all owners and builders of structures lying incomplete 
for years. These places have become eyesores. Further 
these illegal kiosks affect the smooth flow of traffic and 
are a cause for frequent accidents.
