Nothing unusual!! What you saw is considered to be part of Goa's way of life. Nobody's bothered. Mumbai has recently really tightened its reins specially on drinking and driving. Not only the driver, but even the passengers in the car can drink and hefty fines are imposed on defaulters. In Goa accidents abound. Its a paradise for all kinds of masti on the roads.
