There are measures that can be taken to prevent a communal flare-up in Goa and rather than denying such a thing will happen, it is better to put them in place as soon as possible.
Taken from Bombay's experiences. 1. Form community committees with a prominent local swami, priest, mullah and gurudwara leader - all men of reason with moderate views. Beware of infiltrators and keep hotheads out. 2. Get out the webcams, cameras, mini tape-recorders and assign them to committee members of various faiths. The identities of these people should be kept secret. This is for immediate publication on the internet and for later proof. This can be sent to Goans outside of Goa who can provide this proof to their local MPs in India, Canada, UK, Australia. An immediate national and international hue and cry will prevent many possible deaths. 3. Organize working relationships with community minded local police station point-men, providing them with intelligence of anything untoward brewing in the community. If the local police person is apathetic, identify a regional upright senior police officer. 4. Keep a special look-out for anyone in the municipality using voting lists to identify flat owners by religion. These lists are used for targeting members of a particular faith with violence. 5. Have periodic inter-faith religious prayer meetings where all attend to show solidarity and friendship with each other. 6. Strange but true - keep strong bonds with local communist party cells. Being men who favor no religion and being militant, active and well-organized, they are a great help in troubled times. 7. Get as many women involved as possible. They know what is happening in their houses and they know suffering and pain like men never will.
