This may sound naieve, but is it possible for there to be a referendum in
Goa where Goans may vote for a no-confidence motion against a corrupt
Minister or the goverment itself. I understand that if there was people
would have tried it. But my questions still is, is there one and if there is
then what is preventing it being applied, and who could do this? Is it the
Governors option? For that matter does such legislation exist anywhere in
India and South Asia?
