Dear Joe, I have just come back from Una, Himachal Pradesh where I met up with an old friend. Her mother-in-law, a typical Himachali, asked my friend if I am a 'from Goa' Goan or 'from somewhere else' Goan. You may take your own meaning from this. There is a difference between origin/ethnicity and nationality. A sense of identity largely comes from traditional/cultural habits, food habits and of course spoken language. If you speak 'Pahari language' in Goa, people would hardly call you a Goan. There are many communities living in Goa who do not speak or need to speak konkani. Well,even Goans in Vasco, hardly ever speak in Konkani. It is more convenient to speak in English when you have such a variety of people living together. One of the requirements of a government sector job in Goa is fluency in the Konkani language. A language expert sits on the interview panel and gauges this. So as long as someone is fluent in Konkani no matter what his/ her origin is, he is elgible for the job. The name/ surname has never been a criteria for 'job selection'. Of course, besides this, the expertise in 'subject/topic' also needs to be checked. I have been told that different states have different lists of scheduled castes/ tribes. And for a job reserved for SC/ST in Goa, only those appicants, who belong to the Goan lists, are eligible. Merely having names like Naik, Salgaokars, Asnodkar, Fernandes, D' Souza, Pereira etc make you a Goan? What about the others (including Sardaji, Lamani etc) who are in Goa for last 10 years or so, are they not Goans? They are in Goa, working and speaking fluent Konkani better than the most NRI children, are they not Goans? ===========================================
