Do you know the reason why Goan bhatkars want to sell the land? They cannot
cultivate it (as it is held by a lessee who is no longer interested in
cultivating it - now that they get remittances from abroad) nor lease it to
someone else, due to the Tenancy Act. The poor bhatkar has to pay the tax, but
gets nothing in return. So the next best thing is to get it converted and sell
it off.
So, before you blame the bhatkar, please investigate the reasons behind the
sale.
Please note that a number of "mundkars", especially those that have sons
working abroad, have now illegally built walls round what they now consider as
"their" property, causing unnecessary hardship to their neighbours, blocking
right-of-way. I know it because a few years ago, I witnessed an ugly incident
between an uncle and a nephew, all because of their new-gotten "gulfi-wealth".
