Gabriel de Figueiredo: Like the Governor, the IGP for Goa can never be a Goan. This fact was told to me by a prominent Superintendent of Police in Goa.
Response: The IGP can be a Goan. Those selected for the IPS are given a choice of the state they would like to serve. In large states like UP, Maharashtra, West Bengal, Punjab etc. there have been a number of instances of persons from the same state holding this rank or even higher. Smaller states like Goa which do not see a large number of persons getting selected for the IPS, then have to put up with persons from other states who are assigned to the state. Regards, Marshall
