Will this bypass be ready before Christmas?

The same is now 12.5 crores 
(up by more than 3times)
 
10% commision itself comes to about 1.5 crores
Plus, kickbacks

More delays means more costs and more costs means more commission.

 The new deadline is December 10. 
The chief engineer, Mr J Chimulkar told NT
“The entire network is ready. We are only waiting for the subway at Agacaim to 
be completed. 
We will open the bypass at least 15 days before Christmas, 
as we expect the work on the subway to be completed within a month. 
Sources said that the delay has been caused as the local MLA wanted 
a subway traversing the highway to be completed, before the bypass was thrown 
open to traffic. The subway work should take another month to complete.
This project has seen inordinate delay and a lot of double work. 
The land for the road was acquired around 13 years ago and 
presently the width of the road is maintained at 20 metres, 
and this will be later increased to 45 metres, which is the minimum required, 
for a national highway according to the highway rules.

The PWD Minister Churchill Alemao today blamed the previous minister for the 
delay 
in the completion of the Agassaim bypass, which he said would now be ready by 
December 20.
The work on the 3.9 kilometers stretch of Agassaim bypass, linking Sirdona to 
Agassaim, 
started way back in July 2007 and was supposed to be completed in a year 
but for some reasons or the other has been delayed.
“The previous minister is to be blamed for the delay as there was no planning 
when the project started in 2007, causing a lot of confusion,”
 Churchill told reporters, after inspecting the work at the site.
Substantiating his claim, Churchill said the earlier minister had not planned a 
overpass near Agassaim church, 
resulting in protests from the Church and the residents. 
Churchill also blamed the protests against the hill-cutting for the delay.
Churchill also asked the contractor Delcon Engineering Pvt Ltd to complete the 
work by December 20, 
paving way for its inauguration.
“The project started in July 2007 while Churchill took over the portfolio in 
August 2007,
