One would have to refer to synonyms of "censor" as in criticize, revile. In that sense it is correct by a whisker. But censure would have been more appropriate.
Nandita Das censures IFFI: as in she disapproves or criticizes. And furthermore at varying levels of the critical spectrum was being was rebuked, reprimanded and castigated. On the other hand the Marrakesh festival was complimented.
