The villagers of Orlim gathered in numbers at the Dy collectors court Margao as the hearing was in respect to Fabrica property that the builder has been trying to gain access through , earlier the builder had uprooted coconut saplings and cut a Coconut tree as well complaints to this effect were lodged at the Colva police .He has been taking his trucks through fabrica property without its permission besides destroying the area with the construction The Notice issued to the Fabrica under section 145and the matter was fixed for interim order and the same was instead passed under section 147 to help the builder enter the property of the fabrica by giving him police protection to remove the stone in the fabrica property .The Fabrica of Orlim was represented byAdv Nigel Cost Frias there seemed to be a real emergency as the arguments on behalf of the Fabrica of Orlim was not even heard before the said order was given . Anyway under section 147 there is no question of any intrim order and the typed order was was ready and given as soon as the matter was called .It appears that this Dy Collector is aiding the builder and has crossed jurisdiction in this matter . The Fabrica immediately asked for a stay to this order since they seek time to take this matter to the high court the same was granted . The Collector is called to take note of this order and inquire into the action of the Dy Collector as the notice issued under one section with an order passed under another . Meanwhile it maybe noted that the road passing through Fabirca de Orlim and other properties were under acquisition in 1995 and seemed to have been abandoned as the villagers at that time so no need for a broad road the the same still holds even today as the many Gram Sabhas taken on this issue the villagers have clearly stated that they do not want any road more than 4 meters it appears the said acquisition is now being drawn out of cold storage and revived to assist the builder . All this to assist the builder and his access to benefit 66 flats and a swimming pool with a commercial complex thrown in for good measure .Sadly the cries of the locals have gone unheaded when the builder has blocked access to the paddy fields for the past 2 years depriving the farmers from cultivating their fields run their ponds dry by pumping ground water and resorting to land filling not to mention an illegal well and other illegalities . Its time the Government and see if all this development is for the benefit of its citizens who have elected them or are they making way for another set of voters at the cost of the local people .In 1995 we said no to the roads to be widened in the 2021 draft regional plan we have said the same no more than 4 meter roads and in 2010 we will not have it to benefit the builder at the cost of our homes and our land.
