Passes are issued to those who apply to the Local MLA or the Secretariat office. Passes mention date and time of visiting the Assembly sessions. Question hour is in high demand. I have been there several times with students and also on my own. When the assembly was functioning at the old secretariat in Panjim, one could just walk in by flashing an id card. Then I think it was Zuwarkar or Sinari who became the IGP and restricted all admission to the secretariat.
