Dear Santosh,
A secular state does not give preference for any religion, all religions are 
equally respected. The religious rights of every citizen are respected. The 
secular state cannot say that "all religions are equal". Being an agnostic, you 
will not be able to appreciate this point, since all religions are 
superstitions for you.

Why is "all religions are equal" a wrong concept in a secular country?
