Soter is smack on. Good questions. Could this have been perhaps been a
pretext for the Goa Govt. internally celebrating one stage towards a
plausible demise--accelerated erosion of Konkani.

Remember dear Vidhwans---demise in the case of a language such as Konkani
does not mean death. Consider the word before it--plausible, "before going
ballistic".
