Here is another 'fishy' scheme wherein doubts are raised about the honesty and 
credibility of the Chief Minister Digambar Kamat. Any person with half a wit 
would realize that in order that there be any semblance of Transparency, 
receipt books should have been printed bearing serial numbers. The very fact 
that there were no serial numbers on the receipt books, raises the speculation 
that something improper was scheduled to occur. It is not surprising therefore 
that doubts are raised against Digu and his henchmen. Does the Government of 
Goa not have an Auditor General like they have in Britain and Canada charged 
with safeguarding Public Funds? If there isn't, then it is high time that one 
was appointed. If such democracies like The U.K. and Canada see the wisdom of 
having such a post which is independent of government and oversees and 
investigates matters relating to misuse and fraudulent use of  funds isn't it 
prudent for Goa to have such a position which reports to the people
 ?

Unfortunately Dugu and his forty thieves are getting away with plundering the 
public coffers while they enrich themselves at the expense of the people.
This must stop. The people must demand more accountability and transparency. 
One of the ways to achieve this is to appoint an auditor General to oversee 
Government revenue and expenditure. The people must demand it and the 
Government must concur in order that some semblance of accountability is 
perceived in  the Government's financial affairs. In the absence of this, Digu 
will rightly of wrongly be perceived as the Father of Corruption.
