Those are not beggars!

Those are municipal workers, 'assistant jardineiros' :-) enjoying their
siesta!  

Don't you know by now that 90 percent of Municipal workers are non Goans who
look like beggars?  

The Panjim Municipal Council must take steps to provide proper rest rooms
for their maintenance employees.

As to plucking flowers, that is a trait Goans have learnt after the so
called 'liberation' (annexation) of Goa.
