I am under the impression that the NRI Office in Goa gives a substantial amount of money to the host country Goan organisation; therefore, the NRI Commissioner is a co-host of the convention. As far as the speed with which one can travel anywhere, it depends on the urgency of the matter and the enthusiasm of the traveller.
