India is a union of states. The States have enough autonomy within themselves to operate like mini-republics. Goa's lack of internal governance is a result only of not having vision. For democracies to succeed an educated and thriving middle-class is imperative. I do not know what "Hindu politics" means and I certainly don't know why Goa should align with it.
