On reading about the proposed Amendment to the Goa Gambling Act a line from a 
poem written by Ernest Hemingway  crossed the mind. The line readsL
 
"NOISE MADE BY AN IDIOT FULL OF SOUND AND FURY SIGNIFYING NOTHING."
 
Pray please tell citizens of India as to how " non-residents" will be 
identified without the word residents of Goa being defined ?
 
 Will a data base of Electors in Goa be downloaded into  the computers of 
Casinos such that only those not on the Electoral List in Goa will be allowed?
 
Will the details , periodicity and spends of persons going to Casinos be 
available to Govt.and  the Public at large?
 
Can persons entering Goa and staying in Goa not be said to be resident in Goa 
and hence such persons below 31 years be denied entry to Casinos?
 
Will Goans who are Indian citizens, below 21 years working Overseas/working on 
Ships whose name is not borne on the Electoral Rolls be termed as non-residents 
and hence permitted entry into Casinos?
 
Is the proposed Amendment in tune with Constitutional Provisions?
 
Will it survive a challenge in the Constitutional Courts of India, that is 
Bharat?
 
WE DARE SAY THAT THE PROPOSED AMENDMENT IS NOT WELL-THOUGHT THROUGH, 
HARE-BRAINED, SILLY AND NOT BEFITTING THE CALIBRE  OTHERWISE NECCESSARY TO 
REPRESENT CITIZENS IN THE LEGISLATIVE ASSEMBLY.
 
 ITS CHANCES OF LASTING OR SUCCEEDING ARE ESTIMATED BY KNOWLEDGEABLE SOURCES AS 
BEING  EQUAL TO  THAT OF AN ICE-CUBE IN FIRE!!!!
 
A HINDI PHRASE COMES TO MIND " HAATHI KE DIKHANEKE DAANTH ALAAG AUR KHANE KE 
DAANTH ALAAG" Translated into English " The Elephant has a different set of 
teeth--- one on  display and another to eat with"
 
YET, LONG LIVE GOA , A PART OF THE REPUBLIC OF INDIA!  which can entertain its 
citizenry with such theatrics  at the cost of the Public Exchequer itself!!
