The Fauz sent by Goa government wilted before the determination of Caurem 
locals. When the detained people insisted that they will not move out of 
detention and resort to fast unto death inside the Quepem Jail, police and 
admin were shaken. At one stage police pleaded to the GRA representtives to 
somehow convince the locals to leave.
 
The locals were vociferous and deservedly so. Male police had manhandled 
ladies, snatched their chains and mangalsutras, tore saries. When their men and 
children objected they were lathi charged and hauled into police van. Twelve 
were injured, one badly with fractured bone. 
 
A government order dated 17th March, which was announced with great pride by CM 
on 24th March in the assembly states: "Every mine lessee shall register every 
truks he intends to load in his lease and obtain permits to load such 
trucks. Police shall take action against trucks without permits." Y'day at 
Cavre no truck had permit, which locals objected. Instead of taking action 
against the trucks, the police lathi charged and detained locals. 
 
When GRA questioned this, PI of Quepem, Narvekar said he did not receive the 
copy of the said order. GRA showed him a copy of the said order, wherein a copy 
was marked to PI, Quepem. GRA would be lodging an FIR for negligence on part of 
Director, mines for not making copy reach the PI of an order, which states in 
the preamble "This order is made in the interest of health and well being of 
locals" and also states " This order has been made with the approval of the 
govt and shall come ino force with immediate effect."
