Seems that the programme for taking care of the stray dogs by NGOs is not
working and a large number of people have been bitten.

Unnecessary suffering and expense has been caused not to mention the mental
agony.

If culling of *stray* dogs is advocated, then there will be a hoo ha by the
animal lovers and a big tamasha. Sadly, while human sensibilities promote
animal welfare, no body thinks of human welfare.

So up with dogs and down with humans. Life in Goa/ India is cheap. There are
14. 58 million/ 1.21 billion to spare.
