We fully concur with Eugine on this line. We have been shouting from all
rooftops for the past 11 years that the only way to save GOA is to change
the 'System of Governance' by changing the electoral system prevalent in Goa
.... the 'winnability' syndrome. The 'winnable' candidate should be the
'system' and not the contestant.
