Yes, they are.

They are meant as an alternative to folks who cannot afford getting
their certificates attested by a Notary (notary public) in some cases.

In order to get a certificate attested, they require additional
documents (proof...that you stay in the city, ration card and photo
proof..proof of identity, basically). If you happen to be Katlic in
certain municipalities, there is an orchestrated ******** against
you...you get the marathon run around.

While a Notary will 'blindly' sign/attest your document for the buck
-isn't it what life in Goa is like, anything for a buck-or-five, the
Mamladar usually does it for free (or a very small fee and a fuss).
