Please permit me to bring to your attention that the REGISTRATION OF BIRTHS AND 
DEATHS ACT,1969 (ACT 18 of 1969) was gazetted on 27th December 1969. Prior to 
the passing of this Act which makes it mandatory to register Births and Deaths 
( INCLUDING FOETAL DEATH AND STILL BIRTH, yes foetal death and still birth)  
there did not exist prior suitable legislation prior in this regard. CERTAINLY 
THE PARENTS OF THE GENERAL CANNOT BE BLAIMED!!! The matriculation certificate 
was taken as conclusive proof (Do you need me to cite Supreme Court of India 
Judgements?)

Dear Fellow Goan, you write as if YOU HAVE HAD ACCESS TO MILITARY RECORDS AT 
ARMY HEADQUARTERS AND HAVE THEREFORE VERIFIED THAT THE GENERAL HAS NOT SOUGHT 
TO RECORD THE ACTUAL OCCURENCE(YES THAT IS WHAT IT IS CALLED IN MILITARY 
TERMINOLOGY).MAY i IN ABJECT HUMILITY PRAY AND INTERCEDE WITH YOU TO VISIT THE 
VILLAGES AND REMOTE PARTS OF OUR COUNTRY TO UNDERSTAND THE REALITY OF BIRTHS 
AND DEATHS. WHILST ON THE SUBJECT MAY I REMIND YOU THAT still births AND FOETAL 
DEATHS ARE ALSO REGISTRABLE UNDER THE ACT. Armchair hypotheses are fertile in 
old age and retirement ,WHICH WE CONCEDE TO THOSE FINDING THEMSELVES IN SUCH 
CIRCUMSTANCES, BUT IF YOU WISH TO BE TAKEN SERIOUSLY PRAY TELL ME WHETHER THIS 
IS DONE IN AMCHEM BANGARACHEM GOA.? leave alone in our bharat mahaan?
