These people are crooks.
As such, they have to deal in the currency that is the easiest to wash.

Here is a letter to the editor of The Toronto Star dated, 7th October, 2011.

The compassion and empathy embedded in this decision were also expressed by 
Conrad Black in recent interviews and columns which were critical on the “tough 
on crime” policy of the Harper government. Black wants smart strategies to 
reduce the individual and social cost of crime and addiction.


Richard Thomson, former TD Bank CEO, and other experts have proposed that one 
smart strategy would be to accelerate the inevitable move toward a cashless 
society. He calls cash the oxygen of crime.


Law-abiding citizens hardly use cash. They use credit and debit cards, 
telephone and Internet banking, and cheques. Without cash how would criminals 
hide the sale of drugs to kids at school or anyone else?


Thompson’s proposal has been proven by the success of paper trails in the fight 
against terrorism. We live in a world with many paper trails — drivers’ 
licenses, insurance, vaccinations, social insurance, and taxes. A cashless 
society would leave a trail that helps protects us from the devastation of 
drugs.
