COMMENT: Yes, it could
also be taken in any other sense of meaning. But the essence of its meaning in 
context with elections is, that the
outcome of election will not change unless the corrupt electorate and corrupt
candidates who win by buying votes are not targeted, be they from any political
party. Which in consequence will not curb any corruption. In Goa itself can one
name any candidate who’s been disqualified for buying votes when there is so
much evidence?
